John Pica

PRESIDENT, LOBBYIST

John Pica is among a rare few in Annapolis with experience as both a professional lobbyist and a former legislator. He has firsthand knowledge of the legislative process and effective techniques for passing or defeating bills in his clients' interests.

An influential member of the Maryland Senate for 15 years, John served on the Finance Committee and chaired the Joint Administrative Executive and Legislative Review Committee. He was elected to the House of Delegates in 1978 and served one term before running for the Senate in 1982. A skilled litigator for 24 years at the largest litigation firm in Maryland, John earned numerous professional wins, including a landmark case against the tobacco industry that resulted in a $4 billion settlement for Maryland taxpayers—the largest in the state's history.

Over the course of his career, John has built an expansive professional network that includes the current Senate President, House Speaker, and Committee Chairs. He draws on these relationships when representing his non-profit and cause-oriented clients, among them the Special Olympics, Vehicles for Change, and the Woodbourne Center.

John is the recipient of the 2023 Black Wall Street Baltimore Award for his work with the Salvation Army to improve the quality of life in West Baltimore, as well as the 2024 Kurt Lowman Award recognizing his contributions to the Brendan Sail Training Program for Youth with Learning Differences.

John remains deeply committed to his birthplace of Baltimore’s Little Italy, where he is an active member of the community. He has volunteered his time as President of Italian American Organizations United and Columbus Celebrations, Inc. From 2018 to 2025, he served as Chairperson of Baltimore’s Columbus Day Parade and the Italian Heritage Festival, benefiting Saint Leo’s Church and local charities. In recognition of his contributions to Baltimore’s Italian American community, he received the 2025 Ameritan Award.

Matthew Pica

VICE PRESIDENT, LOBBYIST

Matthew Pica specializes in legislative advocacy, regulatory strategy, and public policy across a wide range of industries. He brings focus and commitment to every touchpoint, from developing strategic government relations initiatives and drafting testimony and policy, to advocating directly on behalf of client interests and objectives.

Matthew also leads the firm's nonprofit practice, where he has secured over $7 million in funding from 2024 to 2026. His efforts have helped mission-driven organizations expand their reach, strengthen their programs, and deliver greater impact in the communities they serve. That community focus was recognized in 2023, when Matthew received the Black Wall Street Baltimore Award for his work with the Salvation Army to improve the quality of life in West Baltimore.

A graduate of Keiser University, Matthew brought the same competitive drive to the golf course before entering public affairs, competing as a PGA Professional on the Pepsi Tour, the Minor League Golf Tour, and the PGA Mid-Atlantic Section Tour.
